Cabbage Rolls

1 1/2 pound ground meat
2 or 3 cups cooked rice
1 teaspoon sugar
1 onion chopped
1 teaspoon salt
1/4 teaspoon pepper
1 head cabbage
1 tablespoon margarine
1 cup hot water
1 10 1/2 ounce can tomato soup

Combine the meat, onion, and seasonings. Wilt the cabbage leaves by placing in boiling water for a few minutes. Place about 1/2 cup of the meat mixture in each cabbage leaf. Roll up securely. Place rolls in a baking pan. Dot with margarine. Combine water and soup, pour over rolls and bake at 350 for one hour.
